The Premier League has voted in favour of reinstating the norm of three substitutions per team per match on Thursday, as opposed to the five changes brought in post-lockdown.

The league's last vote fell in favour of traditional rules as 13 clubs voted last week against the additional subs, compared to the seven clubs who voted for.

In the last vote, Manchester United, Manchester City, Chelsea, Arsenal and Premier League champions Liverpool were among those pushing for five subs, but the big clubs were disappointed again today and the 2020-21 season will see the number of substitutions revert back to three.

Those that are opposed to the additional subs claim that the rule will favour the top clubs who have an abundance of talent in reserve.

Newly-promoted West Brom, Leeds and Fulham were, for example, for the three-subs decision in the last round of voting.

Liverpool manager Jurgen Klopp has previously expressed disappointment that teams will only be able to make three subs next season and believes the decision will impact player welfare.

Asked whether he would have been in favour staying with five changes, Klopp replied after Saturday's Community Shield: ‘Yes. I know the discussion will go again that it’s an advantage for the bigger clubs. I don’t discuss it from that point of view. I don’t want to have an advantage in the competition.

‘I saw it last season as well when we played the last nine games — Manchester City could bring on five players — ooh not bad! But it’s never for having an advantage. It’s all about how can we get through this season. Not: “Oh that’s a little advantage here”.

‘Getting in a good way through the season for the sake of the football players and the performance levels, I think it would make sense. But I don’t make the decisions.’

The Premier League have taken a major financial hit by terminating their Chinese TV contract in a dramatic move that could cost clubs hundreds of millions of pounds.

As revealed by Sportsmail last month, the Premier League have been in dispute with Suning Holdings over the broadcaster's failure to pay a £160million rights fee that was due in March, which has led to them cancelling the league's most lucrative overseas TV contract worth £564m, which had two years left to run.

The Premier League's immediate loss is £300m as Suning paid £265m to show matches on digital channel PPTV at the start of the three-year deal, but the ultimate impact is likely to be far greater.

Before the dispute, Suning had offered a significant increase on the existing deal for a three-year contract extension covering the 2022-25 seasons, a proposal that has also been scrapped.

The Premier League plan to return to market in the hope of negotiating another broadcast deal in time for the start of next season, but given the continued tensions between the UK and Chinese governments there is no guarantee of finding a suitable rights partner, or of securing the money offered by Suning.

That deal represented a 12-fold increase on the previous Chinese TV contract with Super Sports Media, and the Premier League were budgeting for another significant rise for the next three years, which it was anticipated would help offset the flattening value of domestic TV rights.

Suning have developed into huge players in the global TV market in recent years having also bought the rights to the Champions League, FA Cup, La Liga and Bundesliga matches in China, as well as a controlling interest in Italian Serie A giants Inter Milan four years ago.

Southampton owner Gao Jisheng is understood to be trying to sell the club and their Chinese shirt sponsor LD Sports pulled out of their contract last month, and Wolves and West Brom also have Chinese owners.

In an illustration of the escalating tensions, the Chinese ambassador in London last month accused Britain of interfering in the country's internal affairs and warned of the consequences following Boris Johnson's pledge to offer UK residency to up to three million Hong Kong residents.

The Prime Minister's decision to block the involvement of Huawei in the development of the new 5G phone network has also soured relations. On several occasions in the past few months, sports broadcasts appear to have been dragged into such political disputes.

Chinese state broadcaster CCTV Sports caused a stir in July by switching coverage of Liverpool's 5-3 win over Chelsea to its digital channel, and last December they opted not to televise Arsenal's Premier League match against Manchester City at short notice after Mesut Ozil criticised the China's treatment of Uighur Muslims.

CCTV have not broadcast the NBA since October in protest at a tweet posted by Houston Rockets general manager Daryl Morley, who expressed support for anti-government protesters in Hong Kong.

The Premier League is 'taking steps' to get its teams back on Chinese television, the organisation's chief executive Richard Masters has said.

The league terminated its existing contract in the country with rights holder PPTV, owned by Suning, last week after the withholding of a payment due under the terms of the deal in March.

The three-year deal with PPTV was announced last summer, and was reported to have been worth more than half a billion pounds.

Masters said he hoped it would not be long before Chinese fans of the Premier League would be able to watch the action again.

'The decision to terminate our agreement with Suning was a very difficult one and they had been a very good partner to us,' he said.

'We had some difficulties that we couldn't resolve and we had to make the decision to move on. We know there are millions of fans in China who want to watch the Premier League so we are taking steps to resolve that situation.

'We need to make the right decision rather than the quickest decision, so we are getting on to that.

The Premier League has announced 10 positive coronavirus test results were recorded in the latest round of testing ahead of the 2020-21 season.

The announcement is the first time the number of positive tests has reached double figures this season, although the names of the players and staff involved have not been revealed.

A Premier League statement said: 'The Premier League can today confirm that between Monday 21 September and Sunday 27 September, 1,595 players and club staff were tested for COVID-19.

'Of these, there were 10 new positive tests. Players or Club staff who have tested positive will self-isolate for a period of 10 days.

'The Premier League is providing this aggregated information for the purposes of competition integrity and transparency.'

The international break scheduled to accommodate Nations League fixtures on the weekend of October 10 means that any affected players are likely to miss only one league match.

Players involved in those internationals and the busy forthcoming Carabao Cup schedule will also have to sit out those games.

Three people tested positive in the previous week, when 1,574 tests took place.

Premier League clubs will rethink their controversial pay-per-view matches today - and could axe the charge altogether as the country locks down for a second time.

English football's top-tier will hold a shareholders' meeting on Thursday at which clubs will hope to resolve the issue that has become a PR disaster.

The current £14.95 cost of PPV matches, available via BT Sport and Sky Box Office, has sparked a ferocious backlash among fan groups, who have raised thousands of pounds for food banks rather than pay the money to watch the matches.

It is expected that the Premier League will at least agree to cut the cost to £9.95 per match when the 20 club chairmen meet today.

The reduced amount would be consistent with the EFL's iFollow charge to watch games in the Championship, League One and League Two.


BT Sport screened the match between Burnley and Chelsea for £14.95 on pay-per-view. Premier League clubs have been rocked by the backlash to the £14.95 PPV scheme

Other options to be considered include halving the charge to £7.50 or reverting to offering matches at no extra charge, at least during the new lockdown period, according to The Times.

Matches could be offered as part of existing packages or even as free-to-air games, as occurred in the previous lockdown,

Sportsmail understands fan groups, led by the Football Supporters' Association, would be satisfied with a fair price.

'We need to make sure matches are on the telly but that cannot be a money-making scheme,' Kevin Miles, spokesman for the Football Supporters' Association said previously.

The Premier League's PPV initiative was designed to give supporters access to matches that had not been picked up as part of existing broadcast packages while fans are unable to attend stadiums due to the coronavirus pandemic.

In October, the Premier League chief executive, Richard Masters, described the price as 'defensible'.

West Ham v Manchester United will be the FIRST game with fans back in a Premier League stadium since March - as TV fixtures are revealed with a game on the BBC on Boxing Day!

The Premier League has officially revealed the dates and times of the fixtures for December, with all 60 matches spread across broadcasters for supporters to watch.

And now, following the end of the Government's second lockdown period, some clubs will be bringing a limited amount of supporters back into the stadiums for the first time this season.

West Ham's clash with Ole Gunnar Solskajer's Manchester United at the London stadium will be the first fixture screened with fans back in the stadium, along with Chelsea's match with Leeds United which also falls on December 5.

The North London derby between Tottenham and Arsenal will be staged with a small portion of fans a day later, with the game kicking off at 4:30pm on Sky Sports.

The tier system for the nation following the end of the lockdown period has been announced, meaning those cities in tier 2 are permitted to allow a minor number of fans inside the ground.

Cities such as Manchester currently find themselves placed in tier 3, though London is to be a tier 2 city from December 2.


West Ham will host Manchester United on December 5 in the first broadcast fixture with fans

Broadcasters Sky Sports, BT Sports and Amazon Prime Video will share the screening duties for the festive month, though there is also the surprise inclusion of a BBC fixture.

Crystal Palace's trip to the Midlands to face Aston Villa on Boxing Day will be broadcast on terrestrial television, with BBC taking the coverage of the 3pm kick-off.

Of the 60 fixtures newcomers Amazon Prime have acquired the rights to 23 of the games, with certain match-days available solely on their services.

Liverpool's late kick-off against Wolves on Sunday December 6 is the first fixture to be streamed by the online giants, with Jurgen Klopp's side set to welcome a small portion of supporters back to Anfield.

Amazon also have the two fixtures set to be played on Tuesday, December 15, and the full run of the six fixtures the day following.

Joleon Lescott believes English football must set up educational policy and protocols for players coming to the Premier League following Edinson Cavani's Instagram post calling a friend a 'negrito'.

Cavani could face a minimum of a three-game ban from the FA after posting the comment hours after inspiring Manchester United's fightback in the 3-2 win at Southampton on Sunday.

It comes more than a year after Manchester City star Bernardo Silva was handed a one-match ban and fined £50,000 for an offensive tweet sent to club team-mate Benjamin Mendy.


Joleon Lescott has called for protocols to be introduced to educate players on acceptable behaviour and language in England following Edinson Cavani's Instagram post. Cavani referred to a friend as 'negrito' and could now face a three-match ban as a minimum

Lescott insists that because the Uruguayan's comment was not a one-off from players, football bodies should come together to educate them about the unacceptable language in England rather than trying to deal with discrimination through individuals.

'I think it's obviously a use of a word that is acceptable in other cultures and countries, and I think this is an opportunity – everyone talks about the educational policy and protocol when it comes to racism, and this is an opportunity to do that,' Lescott said.

'I don't think we should allow players to come into the league and use terminology used and deemed OK in their cultures. It's not acceptable here regardless.

'I'm not singling out Cavani – I think we've seen it before. I think Bernardo Silva had an incident as well.

'They have to adhere to our laws and I think the kind of ruling in place is not acceptable at the moment. I think as governing bodies they need to look at it, rather than individuals.'

Former United defender Wes Brown added that he believed the comment had 'something to do' with racism but stated that final judgement will have to wait following the FA probe.

'I can't really tell you how people speak to you in South America. I know this has happened a few times now. I don't exactly know what it said, what it regards,' Brown said.

The comment overshadowed what had been a stunning substitute performance from the former PSG striker, who set up Bruno Fernandes before netting twice to see his side come from 2-0 down at St Mary's to win.

Brown believes the performance was 'exceptional' and will force Ole Gunnar Solskjaer to consider giving him a starting berth now that he has fully overcome his injury issues.

'He's been at the club for a little bit now and people have probably thought "why has he not played, why has he not started more games than he has"' Brown added.

'If you look at the game at the weekend, I thought he was exceptional really. I think we've not got a striker who is an out-and-out striker.

'Even his last goal at the weekend, the way he attacks the ball, he is always looking to get into that six-yard box, he's always in the right spot. I think the younger lads can all learn a lot from him. We all know about his goalscoring record but he seemed to have a drive about him.

'He still wants to do well, he always gets in the right position. I feel like after the performance at the weekend the manager might have to start him a little bit more now.

'You can see he is fitter than when he first came, obviously he had injuries last season. But the experience he brings, you can't really fault that and that will be needed going forward now in the season.'

FA announces approval for home fans to return to non-elite football matches in Tier 3 areas... giving non-League fans in Greater Manchester and the North East the green light to watch their teams again

Non-league clubs competing in tiers seven to 10 of the English football pyramid that are situated in tier-three Covid-restriction areas will be permitted to admit a limited number of fans.

The Football Association has announced it has received approval from the Department for Digital, Culture, Media and Sport for such clubs - at steps three to six of the National League system - to accommodate home spectators up to 15 per cent of ground capacity.

The new regulations will also apply to clubs in tiers three to six of the women's football pyramid if they are in tier-three areas, as well as selected Buildbase FA Vase fixtures.

Clubhouses must remain closed under UK government guidelines on bars, pubs, cafes and restaurants in tier-three areas.

Men's clubs in tier-three areas competing in tiers one to six of the pyramid - from the Premier League down to the National League North or South - must continue to play behind closed doors, along with tier-three sides in the Women's Super League and Championship.

Clubs in tier-one and two areas have already been permitted to accommodate a phased and limited return of spectators.

The news comes after Oliver Dowden said he hopes sports stadiums will be at full capacity by next autumn.

In tier two areas, up to 2,000 people can attend an outdoor event, something Dowden hopes can be increased 'as rapidly as possible'.

When asked about concerns over whether the Rugby League World Cup would be able to take place in this country in the autumn by Conservative MP for Warrington, Andy Carter, Dowden said: 'We're very much looking forward to it as the main event of 2021. Of course we're working very, very closely indeed with them.

'He's absolutely right to raise the risks around Covid. I very much hope by that point we'll be able to have full return of fans to stadiums, but of course we'll ensure that contingencies are in place.'

Manchester United and Liverpool WON'T support the Rainbow Laces anti-homophobia campaign on their Arabic and Indonesian social media accounts - with clubs dialling down LGBT rights activism 'because it may do the cause more harm than good'

* However, some have chosen to geolocate their messages as some areas around the world are still conservative when it comes down to LGBT rights activism


Liverpool and Manchester United are among the clubs who geolocated their social media accounts around the Premier League's Rainbow Laces campaign.

Standing alongside Stonewall, the campaign bids to promote equality and diversity irrespective of sexual orientation or gender.

The Premier League clubs have come together in the previous two matchweeks to show their backing of all LGBT people. Between December 4-13 their show of support included rainbow armbands for captains, rainbow laces worn by players as well as LED perimeter boards around stadiums too among other acts.

Liverpool's main Twitter account and Brazilian one visibly promote the Rainbow Laces campaign but their Arabic and Indonesia channels do not have any branding

Teams also showed their support on social media by modifying their badge with the rainbow colours.

However, as reported by The Athletic the latter was dependent on the region of the account - as some areas around the world are still conservative when it comes down to LGBT rights activism.

As a result clubs take the view that it may do the cause 'more harm than good' due to the fact it may trigger an angry response and incite prejudice.

For example, Liverpool's main Twitter account saw their badge decorated with a rainbow-colour frame and a new header of Jordan Henderson wearing the armband. This was also the same theme for their Brazil account too.

However, in contrast their Arabic and Indonesia account did not convey the same message - with no acknowledgement on these social channels.

Manchester United's main account promoted their 'One Love' campaign as their badge and header - with this also replicated on their Spanish feed. However, this wasn't the same for their Arabic, Malaysian or Indonesian pages.

Meanwhile at Tottenham, their main account as well as Spanish and Portuguese ones promoted the Rainbow Laces campaign openly while there was nothing on their Thai, Malaysian or Indian accounts.

Detailing the reasons why some accounts are geolocated a Middle East football writer told The Athletic it is because of the 'little positive response if you post'. Wael Jabil runs a digital content agency which manages various Arabic language social media accounts, including the official feed of Sheffield United, who are owned by a Saudi prince.

And speaking solely about the Arabic accounts, he told The Athletic: 'It's a bit of a tricky one.

'At the end of the day, you will probably get very little positive response if you post (pro-LGBT rights) content on Arabic accounts.'

But as The Athletic note, it's not just geolocated posts that stop the threat of prejudice. West Ham's Facebook account warned those who posted inciteful messages that they will not be tolerated after they incorporated rainbow branding on their page.

'Please understand that our club is a supportive, inclusive organisation that stands against inequality, racism and any form of discrimination,' says the comment pinned to the top of the comment feed.

'We will not tolerate inflammatory or hurtful comments on our page.'
